Yes. You heard it right. I am one of the first few batches that got my FIL coin back from China Hanshou police for the 3.28 incident (without any lawyers) and I am sharing my experience on getting back my FIL coins.
Disclaimer: Below are my personal claim experience without any involvement with lawyer. The process may changed over times and it may not be accurate. Please do your due diligence.
1. Submit your document first
Refer to stfilo website, you need to submit your documents to Hanshou police station.
The document should provide evidences or transactions on how you get your FIL coins (e.g. coinbase) and deposit to STFIL.

2. Wait for a call from Hanshou Police
For my case, I submitted my documents before July 2024. I did not received any call after that.
Around Dec 2024, I called in to Hanshou police station (number available in stfil website). An officer checked and acknowledged that they received my documents and is in good order.
Around Mid April 2024, I received a call to visit Hanshou police station to get my tokens back.
3. Plan your visit
Hanshou is in between Changde and ChangSha province. The popular and common one would be ChangSha.
The address is 湖南省汉寿县汉寿大道与天平西路交汇处
Plan your trip to ChangSha Airport and book a high speed train to Hanshou train station. The train is about 1 to 2 hours ride from ChangSha train station.
If you can only reach in the afternoon or evening, I would suggest that you stay a night in Hanshou. There is a big Wanda shopping mall with a lot of restaurants and Mac Donald’s. You can stay a hotel near the shopping mall.
As Hanshou is a small city, a taxi ride from the Wanda shopping mall to police station takes only about 10-20 mins.
The cyber unit department opened from 8am to 12pm and 230pm to 530pm on Weekdays. Please allocate about half a day to claim.
4. Actual day
Claimants would be asked to wait in a big meeting room at ground floor.
An officer (officer A) will provide a briefing on what will happened. He will asked if anyone came without receiving any call.
They will read the names from a list of claimants for that batch in order. It does not matter when you reach the station. If you happened to reach first but was placed last on the list, you will still be called last.
When your name is called upon, you will go to the officer A with your ID or passport. He will:-
- verify your face against the submitted document and your ID
- confirm with you the number of tokens you will get back.
- confirm your home address
- confirm your wallet address
- asked you to sign on the form
Once the paper work is done, you will go back to your seat and wait for another officer B to call your name.
When your name is called, Officer B will accompany you to level 2 or 3 to a room.
In the room, there will be 2-3 officers witnessed the whole process. Officer C will re-confirm the number of tokens you get back and ask you to provide the your wallet address in form of QR form. He will use his wallet (metamask mobile?) to scan the QR code and ask you to confirm the address in his phone. You will not be able to verify the full address as the app will only show the first and last few parts of the section. Hence, it is important to got the address correct. They are not permitted to test with small amount of token.
Officer D will take a photo of your wallet balance before the transfer.
After he transferred the token to you, you will be asked to wait for the wallet balance to be updated. Once the wallet balance is updated with the new amount, officer D will take a photo of your wallet balance after the transfer.
Officer B will accompany you to ground floor and you are then free to go.
Question and Answer
Q. How long does the whole process takes?
A. 1 to 4 hours, depending on your position in the list. This process may changed along the way.
Q. Will I get back my interest?
A. No. It will be based on the amount of FIL token you originally deposit to STFIL without any interest. It should be about 5-10% lesser of the STFIL token displayed during the incident.
Q. I did not received any call. Can I still go down and claim?
A. No. They will not entertain any walk in claim. Please call in to check.
Q. I am using f1 address and not the f4/EVM address. Can I still received the token?
A. No. You will need to provide the f4/EVM (starting with 0x…) equivalent address with QR code for the transfer to happened.
Q. I do not have QR code of the wallet address, can the police copy and paste the address over?
A. No. The police will not key in the address manually. They will also not be held responsible for any mistaken in the wallet address QR code you have provided. Please use some third party tool to convert address to QR code.
Q. How far is the police station from the Hanshou train station?
A. 10 mins.
Q. Is there anything to eat within the station
A. No. But you can order take away but eat outside the station.
Q. Is there any sight seeing I can visit in that area?
A. Yes. You can either take another 2 hours train ride to Zhang Jia Jie or back to Chang Sha for sight seeing.
Q. Can I claim for someone else?
A. No. The person need to come to claim for him or herself.
